Indian Agriculture: Cropping Patterns and Crops

India's nine land-use categories, the kharif-rabi-zaid cropping calendar, where rice, wheat, cotton, tea and coffee actually grow, and how canals, wells, tanks and Per Drop More Crop deliver water to the field.

India's cropping pattern rests on a few things UPSC likes to test directly: a fixed calendar of growing seasons that shifts by region, food crops and cash crops each tied to a named belt of states, not the whole country evenly, and the actual methods, not just the schemes, by which water reaches a field. Layered on top is a real government push to make irrigation more efficient, not just bigger, through drip and sprinkler systems. This note covers land use, the cropping calendar, food crops, cash crops and farm-level irrigation methods, and does not repeat the river-basin and dam material already covered in the note on India's drainage systems.

Land Use: Nine Categories, One Reporting Area

Land revenue records classify India's land into nine categories that add up to the country's reporting area (distinct from the fixed geographical area the Survey of India measures): forests, barren and wasteland, land under non-agricultural use, permanent pastures and grazing land, land under miscellaneous tree crops and groves, culturable wasteland, current fallow, fallow other than current fallow, and net sown area.

Between 1950-51 and 2019-20, net sown area rose from 41.7 to 45.6 per cent of reporting area, and recorded forest cover rose from 17 to 23.4 per cent, while culturable wasteland fell sharply, from 8.0 to 3.9 per cent, as more of it was reclaimed for farming. Even so, total cultivable land (net sown area plus all fallow plus culturable wasteland) slipped slightly, from 59.5 to 57.7 per cent of reporting area, so the scope for bringing more land under the plough is now limited. The practical answer has been cropping intensity, Gross Cropped Area divided by Net Sown Area and multiplied by 100, since squeezing more harvests out of the same land does more for output than clearing new land can.

Cropping Seasons and Types of Farming

Northern and interior India runs on three cropping seasons. Kharif (June to September, with the south-west monsoon) grows rice, cotton, bajra, maize, jowar and tur. Rabi (October to March) grows wheat, gram, rapeseed and mustard, and barley. Zaid is a short summer season after the rabi harvest, growing watermelons, cucumbers, vegetables and fodder on irrigated land. Southern India skips this three-way split: temperatures stay high enough year-round for the same crop to be grown thrice in an agricultural year, provided there is enough soil moisture.

Farming is also classified by moisture source: irrigated and rainfed (barani). Rainfed farming splits further into dryland farming, confined to areas with under 75 cm of annual rainfall and growing drought-hardy crops like ragi, bajra, moong, gram and guar, and wetland farming, in moisture-surplus areas growing water-intensive crops such as rice, jute and sugarcane, with fish farmed in the same water bodies.

Rice: India's Staple, Grown Almost Everywhere

Rice is the staple food for the overwhelming majority of India's population, and unlike a cash crop confined to one belt, it is grown from sea level up to about 2,000 metres, across agro-climatic zones running from the humid east to the dry but irrigated tracts of the north-west. India contributes roughly a fifth of world rice production and ranks second after China; about a quarter of the country's total cropped area is under rice.

West Bengal, Uttar Pradesh and Punjab are the leading producer states, but yield tells a different story from acreage: it is highest in Punjab, Haryana, Tamil Nadu, Andhra Pradesh, Telangana, West Bengal and Kerala, almost entirely under irrigation in the first four. Punjab and Haryana are not traditional rice tracts; rice arrived there only in the 1970s, on the Green Revolution's irrigation and HYV-seed package, which is why both now post some of the country's highest rice yields. Yield stays low in the rainfed rice belts of Madhya Pradesh, Chhattisgarh and Odisha.

Rice does not fit neatly into one cropping season. The season-by-season crop table places rice only under kharif for the northern states, sown with the south-west monsoon and harvested in autumn. For the southern states, the same table lists rice under kharif, rabi and zaid alike, since the region's near-uniform temperature and, where irrigated, assured water let farmers take two or three rice crops off the same land in a year. West Bengal shows this most concretely: its three rice crops carry their own names, aus, aman and boro, spread across the year to make use of both monsoon and post-monsoon soil moisture.

Wheat and the Green Revolution Belt

Wheat is India's second most important cereal after rice and, unlike rice, is genuinely a single-season crop: a temperate-zone plant grown almost entirely in the rabi season, sown once the monsoon withdraws and harvested before the summer heat sets in. About 85 per cent of the wheat area is concentrated in the Indo-Gangetic plain, the Malwa plateau and the Himalayas up to about 2,700 metres, and the crop is mostly grown under irrigation, the main exceptions being the Himalayan highlands and parts of the Malwa plateau in Madhya Pradesh, where it stays rainfed. Wheat occupies about 14 per cent of India's total cropped area; Uttar Pradesh, Madhya Pradesh, Punjab, Haryana and Rajasthan are the leading producer states, though yield again tells the sharper story: it is very high, above 4,000 kilograms per hectare, in Punjab and Haryana, moderate in Uttar Pradesh, Rajasthan and Bihar, and low wherever the crop stays rainfed, in Madhya Pradesh, Himachal Pradesh and Jammu and Kashmir.

This is the crop UPSC most associates with the Green Revolution, and for good reason. High-yielding wheat seed from Mexico and rice seed from the Philippines became available by the mid-1960s; India paired the wheat variety with chemical fertilisers and assured irrigation, first in Punjab, Haryana, western Uttar Pradesh, Andhra Pradesh and Gujarat, since the seed's gains depended on controlled water supply only irrigated tracts could guarantee. Punjab and Haryana's status as India's Green Revolution heartland, and their unusually high wheat and rice yields alike, trace to this: the earliest, most complete package of HYV seed, fertiliser and assured irrigation, not superior natural fertility. The strategy raised foodgrain output fast enough to make India self-reliant in grain, though it stayed confined to irrigated pockets through the 1970s before spreading to eastern and central India.

Pulses and Oilseeds: The Rainfed Counterweight

Pulses and oilseeds sit at the other end of India's cropping pattern from wheat: mostly rainfed, mostly on land cash crops and assured-irrigation cereals do not compete for. Pulses occupy about 11 per cent of total cropped area, concentrated in the drylands of the Deccan, central plateaus and the north-west, with low, year-to-year yields since they stay rainfed. Gram (chickpea) and tur (arhar) are the two main pulses. Gram, a rabi crop of central, western and north-western India, has been steadily displaced from Punjab, Haryana and northern Rajasthan by wheat since the Green Revolution and now covers under 3 per cent of cropped area; Madhya Pradesh, Uttar Pradesh and Maharashtra lead production today. Tur is a kharif crop of marginal, rainfed land across central and southern India, with Maharashtra alone growing about a third of the national crop.

Oilseeds occupy about 14 per cent of total cropped area, across the drylands of the Malwa plateau, Marathwada, Gujarat, Rajasthan and the Deccan tracts of Telangana, Andhra Pradesh and Karnataka. Groundnut is the largest, a mostly rainfed kharif crop (rabi in the south) concentrated in Gujarat, Rajasthan, Tamil Nadu and the southern plateau states. Rapeseed and mustard, a rabi group sown across the north-west and central India, are unusually about two-thirds irrigated; Rajasthan alone grows roughly a third of the national crop.

Cash Crops by Growing Region

Cotton is a kharif crop of semi-arid tropical India, grown across three distinct belts: parts of Punjab, Haryana and northern Rajasthan in the north-west; Gujarat and Maharashtra in the west; and the plateaus of Andhra Pradesh, Karnataka and Tamil Nadu in the south. India ranks second in the world in cotton production after China; yield is highest where the crop is irrigated, in the north-west, and much lower in mostly-rainfed Maharashtra.

Tea is indigenous to the hills of northern China and needs undulating land, well-drained soil, and a humid or sub-humid tropical or sub-tropical climate. Indian tea plantation began in the 1840s in Assam's Brahmaputra valley, still the country's largest tract, accounting for about 53.2 per cent of the cropped area under tea and more than half of national production. The sub-Himalayan belt of West Bengal (Darjeeling, Jalpaiguri and Cooch Behar) and the lower slopes of the Nilgiri and Cardamom hills in the Western Ghats are the other major tracts. India is the world's second-largest tea producer, though its share of the export market has fallen over time.

Sugarcane is a tropical crop, rainfed where humid but mostly irrigated in India, concentrated in the Indo-Gangetic plain (Uttar Pradesh alone produces about two-fifths of the country's cane), with a second belt in Maharashtra and Gujarat and a third in irrigated Karnataka, Tamil Nadu, Telangana and Andhra Pradesh. Coffee, mostly the higher-quality arabica variety, is a Western Ghats plantation crop across Karnataka, Kerala and Tamil Nadu, with Karnataka alone growing more than two-thirds of the national crop.

Traditional Irrigation: Canals, Wells and Tanks

Only about a third of India's cultivated area is irrigated at all, and within that third, the water arrives by one of three genuinely different traditional methods, each suited to a different terrain, before any drip line or sprinkler enters the picture.

Canal irrigation now covers roughly a quarter of India's net irrigated area, down from about 40 per cent at Independence, as groundwater's share has grown faster. It is concentrated in the northern plains: Uttar Pradesh, Punjab, Haryana, Rajasthan and Bihar together account for close to three-fifths of the country's canal-irrigated area. The reason is physical, not administrative: a canal network needs low relief, deep alluvial soil that will not let water seep away, and a perennial river to draw from, exactly the conditions of the Indo-Gangetic plain and largely absent from the hard-rock peninsular plateau, where digging canals is mostly impractical.

Well and tube-well irrigation is India's largest single source by a clear margin, well over three-fifths of net irrigated area, and its share has kept rising even as canal irrigation's has fallen. The appeal is structural: a well is a farmer's own, independent source, drawn on exactly when a crop needs water rather than on a canal system's release schedule set by someone else, and it avoids the waterlogging and salinisation poorly managed canal commands can suffer. Uttar Pradesh alone holds more than a quarter of India's well-irrigated area; with Rajasthan, Punjab, Madhya Pradesh, Gujarat, Bihar and Andhra Pradesh, it makes up roughly three-quarters of the national total. This dominance carries a real cost, since heavy well and tube-well use has driven groundwater decline in several states, a problem left to the sibling article on India's drainage systems and water resources.

Tank irrigation is the smallest of the three today, only about 2 to 3 per cent of net irrigated area, but it carries the longest history. It is South India's traditional method precisely because the peninsular plateau's hard rock defeats both canals and wells: rainwater is instead impounded behind small earthen bunds and released as needed. Tamil Nadu's tank tradition is centuries old, with many tanks built under the Chola and Pallava dynasties, and tank-fed paddy was for generations the backbone of the state's food security. Andhra Pradesh holds the largest share of India's tank-irrigated area today, close to three-tenths, with Tamil Nadu second at roughly a quarter, though even within Tamil Nadu tanks have visibly declined, their share of the state's own net irrigated area falling from about 38 per cent in 1960-61 to around 14 per cent by the early 2020s, as private wells spread, village-level tank management weakened, and upkeep lapsed.

Command Area Development: From Potential to Delivery

A large dam and its main canal, the kind already covered in the note on India's drainage systems, create irrigation potential for a defined command, the area a scheme is designed to water, but building the dam does not by itself put water into an individual farmer's field. That last stretch, from a canal's outlet to the field boundary, is exactly what the government's Command Area Development Programme exists to close.

Launched in 1974-75, the programme originally covered 60 major and medium irrigation projects and about 15 million hectares of culturable command area (CCA), the land within a project's command actually fit for cultivation. It was restructured and renamed Command Area Development and Water Management (CADWM) in 2004, made broader and more farmer-facing, and today runs under the Pradhan Mantri Krishi Sinchayee Yojana's Har Khet Ko Pani (water to every field) vertical, the same umbrella scheme PDMC sits under.

CADWM's core job is the on-farm infrastructure a big dam project never funds on its own: field channels and field drains carrying water the last stretch from a canal outlet to individual farms, land levelling, correcting canal-seepage waterlogging and salinity, and organising farmers into Water User Associations for warabandi-style rotational water sharing. The exam-relevant idea is simple: irrigation potential created (what a dam and canal can technically water) and irrigation potential utilised (what farmers actually receive) are two different numbers, and CADWM exists to narrow that gap.

Micro-Irrigation: Closing the Water-Efficiency Gap

Irrigation still covers only about a third of India's cultivated area, so raising water-use efficiency on the land that is irrigated matters as much as extending canals. Since 2015-16, the government has run this push through Per Drop More Crop (PDMC), originally a component of the Pradhan Mantri Krishi Sinchayee Yojana and, from 2022-23, folded into the Rashtriya Krishi Vikas Yojana. PDMC funds drip and sprinkler systems at farm level: 55 per cent of the cost is covered for small and marginal farmers and 45 per cent for other farmers, with a further 25 per cent higher unit cost allowed for the North-Eastern and Himalayan states, and 15 per cent higher for states where micro-irrigation adoption is still low.

By 2023-24, PDMC had brought 83.46 lakh hectares under micro-irrigation since 2015-16. Karnataka leads all states with about 21.6 per cent of the national coverage, followed by Tamil Nadu, Gujarat, Maharashtra and Andhra Pradesh, each between 11 and 13 per cent. A dedicated Micro Irrigation Fund with NABARD, initial corpus ₹5,000 crore, lets states borrow to expand coverage, with the Centre absorbing 3 per cent of the interest.

The Exam Trap: Categories That Look the Same but Aren't

UPSC tends to test the fine print of these classifications, not the headline numbers:

  • Barren and wasteland cannot be cultivated with available technology (hilly terrain, deserts, ravines). Culturable wasteland is land left fallow for more than five years but can still be reclaimed, the opposite case.
  • Current fallow is land rested for one agricultural year or less. Fallow other than current fallow is uncultivated for more than a year but less than five; beyond five years it becomes culturable wasteland.
  • Net sown area is land sown and harvested at least once. Gross cropped area adds every extra sowing on the same land within the year, which is what makes cropping intensity a genuinely different number from 100 per cent.
  • PDMC subsidy rates get flipped in statement-based questions: 55 per cent for small and marginal farmers, 45 per cent for other farmers, never the reverse.
  • Rice and wheat's leading states overlap but are not identical. West Bengal leads rice, Uttar Pradesh leads wheat, and Punjab and Haryana post the highest yields for both without being rice's original home; rice only arrived there in the 1970s on the wheat belt's own irrigation package.
  • Well and tube-well irrigation, not canal, is India's largest irrigation source, well over three-fifths of net irrigated area against canal's roughly a quarter, the trap to watch for.
  • Tank irrigation's importance is historical and regional, not national, only 2 to 3 per cent of net irrigated area, concentrated in Andhra Pradesh and Tamil Nadu.
  • CADWM and PDMC fund different things. CADWM builds the last-mile delivery infrastructure, field channels and drains from a canal outlet to the field boundary; PDMC funds drip and sprinkler application once water is already at the field. A question can swap these two roles.
